That one is Atmospheric Weather System (last grabbed it at v2.1), and the Tweaked enhancement mod for it (Atmospheric Weather System Tweaked, last grabbed at v2.5). I've been into Elder Scrolls modding since 2005 so I have some experience with it. I just D/L:d Oblivion from Steam yesterday and modded it today with the barebones.
